THE historic farm Boschendal, now under new ownership, will remain a wine farm and there will be no golf course on the property following the sale by Anglo American Farms Limited (Amfarms) to a consortium of investors for a total of R323 million.
In the first phase of the sale, the consortium led by Clive Venning has acquired 915 hectares, which includes historic homesteads, restaurants, the vineyards and winery. All employees will retained.
In the second phase, the consortium will, within a two to three year time frame and subject to planning approval, take ownership of related farms adjacent to Boschendal, such as Champagne and Bethlehem. These prime properties cover approximately 1327 hectares.
In the process, there will be considerable empowerment opportunities for residents of the Dwars River Valley.
Said new CEO Clive Venning: "The plan for the development of Boschendal, which has been supported by Anglo American, is not aggressive and is based on an 'as is' philosophy.
"What will make 'Boschendal The Estate' attractive to investors is the fact that we intend to retain not only the footprint, but also the historical and agricultural integrity of the estate.
"Buying into 'Boschendal The Estate' will be buying a slice of history and as such we would like South African investors to be the primary participants."
Boschendal will be developed into South Africa's premier residential estate consisting of a 20 gentlemen's estates (a low impact, eco-friendly, high value residential estate west of the Helshoogte Road), a retirement village (on the current site of the Thembaletu hostels) and a boutique hotel east of the manorhouse.
The first of the twenty estates of about 45 hectares each has been sold to golfer Gary Player at a price in excess of R20 million. The new homes will be erected on the footprint of existing farmyard buildings, with Rhodes Cottage serving as clubhouse.
Workers currently living on the farm will soon move to Lanquedoc village, where 400 new houses have been erected for them, free of charge.
Michael Spicer, chairman of Amfarms said, "We are delighted after a rigorous two year process to have concluded the sale of Boschendal in such a satisfactory manner.
"The consortium meets our criteria and we believe they are well positioned to retain the cultural and agricultural integrity of the Estate.
Prior to the commencement of the rationalisation process, the Boschendal Estate originally consisted of some 3 300 hectares. Between 1999 and 2001, 1060 hectares of surplus land was sold, including 480 hectares to other developers who are co-operating with the consortium in terms of an overall planning approach.
A golf estate on one of these adjoining properties east of Boschendal is being considered.
The consortium of investors, led by Clive Venning and Charles Boswell, is made up of Citation Holdings SA, a Luxembourg-registered company, which will acquire 70% of Boschendal, and Kovacs Investments 608, a broad based empowerment group, chaired by Chris Nissen, which will acquire the remaining 30%.
Said Venning: ""We intend to place the historic Boschendal Manor house and werf in Trust, thereby ensuring its preservation."
Boschendal the wine brand will be elevated through the release of premium label wines, a focused export drive and improved distribution. Other plans include gradually increasing the percentage of red wine sales.
Zimbabwe born Venning's previous highly successful developments include Pezula Private Estate, Sparrebosch Golf Course and Hotel in Knysna and Sun River Club in Zimbabwe.
Other shareholders are British born financier Charles Boswell, Frank J Crothers and Craig Symonette of the Bahamas and Juan A Bacardi, beverage retailer and distributor.
Chris Nissen, chairman of Kovacs Investments (which has received "arms length" investment from JCI), said: "We see our involvement in this transaction as a significant milestone in the empowerment of the wine industry and key to the upliftment of the community of the Dwars River valley."
"Equity participation will be the framework to ensure involvement and transfer of skills to the residents of the valley in the development process."
A number of local businessmen from the Pniel/Kylemore community also have a stake in Kovacs and considerable investment in the business centre of the community is planned to promote social empowerment and tourism.
A nature reserve is planned on the highest mountain slopes of the estate with controlled access for hikers. Local custodians will assist with the clearing of alien vegetation and construction of walkways.
Some industrial buildings near the railway line will be redeveloped for business and retail purposes. |

Nicklaus plans second course at bigger Pearl Valley |

THE Pearl Valley Golf Course, the Western Cape's first 18-hole Jack Nicklaus Signature golf course, was officially opened on Monday with an exhibition match between golfing legend Jack Nicklaus, and South Africa's black knight Gary Player.
The day's event started off on an even higher note when Nicklaus announced that negotiations to build another golf course at Pearl Valley had been successful.
The contract signing between Nicklaus and the Malaysian investor, Dr T Lim, took place at the scheduled press conference.
Although details concerning the new course are still sketchy, Nicklaus confirmed that it will be a "Bear's Best" golf course.
"A Bear's Best course consists of 18 of the best holes of all the courses that I've designed across the world.
"Golfers will therefore for instance recognise a certain hole as the 18th of Muirfield or as the 5th hole at Castle Pines.
It will be the pick of very good golf holes and something not seen before in South Africa," the golfing great said after the announcement.
"We are very happy that Mr Nicklaus can come up with something even better than Pearl Valley," Dr Lim said.
"Not better, just as good," Nicklaus quickly added jokingly.
Regarding his involvement with Pearl Valley, Nicklaus said "it feels good leaving a legacy to the sport of golf in SA" and added that the security that golf estates offer residents also plays a big role in the growing number of such estates world wide.
SA's own golfing legend, Gary Player, was adamant that courses such as Pearl Valley and the Links at Fancourt where the upcoming President's Cup Tournament is being held, will play a huge role in the country's tourism industry.
"Nick's golf courses are always in good condition and will add greatly to tourism."
The friendly match offered a glimpse of the American and International team captains for the 2003 President's Cup, Jack Nicklaus and Gary Player respectively, and might be the last match played between these two golfing icons.
"Designing a golf course is my total expression. My golf game can only go on so long. But what I have learnt can be put into a piece of ground, and that will last beyond me," says Nicklaus, who has undoubtedly been the most dominant player of the 20th century with 71 official PGA victories that contribute to his total count of 100 victories achieved around the world.
Nicklaus's mark on the 20th century was his golf game but his legacy continues in the 21st century with his golf course design that has established him as one of the world's premier golf course designers.
The Nicklaus signature course at Pearl Valley has already been hailed as "fit to rival the best in the world" by golfing critics and showcases Nicklaus's attention to detail and unmistakable design elegance.
The "Signature" appellation means that Nicklaus was personally involved in the design and construction of the course from inception and undertook regular visits to the site.
Amateur golfers need not be intimidated by Pearl Valley's championship credentials as each hole has been designed to offer everyday enjoyment for members whilst effortlessly rising to the challenge of major international championships through speeding up the greens, bringing the back tees into play and narrowing of the fairways.
All par-3's and par-5's play in different directions ensuring that the same conditions are not experienced too many times in one round. |

New Paarl golf clubhouse opens |

THE new clubhouse at Boschenmeer Golf and Country Estate, home of the Paarl Golf Club, has been completed just in time for the SA Amateur Open from 29 February to 5 March.
Located on the site of the old clubhouse, the R15 million project comprises of a 4 500 square metre two-storey building, which rates as one of the most stylish and modern golfing facilities in the Western Cape.
It offers majestic views of the surrounding mountains and the David Frost signature golf course, the only 27-hole course in the province.
State-of-the-art golf facilities include a members' bar, pro-shop, lockers and shower facilities, a caddies' centre and underground parking for golf carts.
It also boasts a modern Halfway-House, a ladies' bar, a spacious verandah and conference facilities for up to 300 guests.
Also planned are a heated swimming pool and tennis courts, as well as a games room for children, for the use of estate residents.
The Paarl Golf Club was first established in 1908 and ranks as one of the oldest golf clubs in the Western Cape.
The new clubhouse was built in the same Cape vernacular architectural style as the Boschenmeer residential estate.
To celebrate its proud heritage, the stylish interior design of the new clubhouse sports an "old club" atmosphere, and features historic photographs taken over almost one hundred years. Course The challenging 27 hole David Frost golf course has been upgraded to world-class standards. The course consists of the "River Nine" (holes 1 to 9), the "Paarl Nine" (holes 10 to 18), and the "Boschenmeer Nine" (holes 19 to 27).
In 2002 readers of Golf Today magazine voted the fourth hole of the Boschenmeer Nine (hole 22) as the best fourth hole in South Africa.
Boschenmeer rates as one of the most successful property developments in the Cape Winelands.
The current phases are almost completely sold out and approximately half of the 300 homes have been built.

Green light for Mall |

THE light has changed from red, flashed through orange, and is now green for the R240 million shopping mall planned for Paarl South.
"We are going ahead," says developer Rodney Squire-Howe of Spire Property Services Group, after the purchase contract with Tiger Foods for the Langeberg site in Cecelia Street was finally signed last week.
"We would like to get the main contractor on site in Cecelia Street by early next year, once Tiger Foods has moved part of its production to other parts of the plant and demolished unused buildings."
The shopping centre of 35 000 square metres is to be built on 15 hectares of the old Langeberg site between Paarl railway station and Cecelia Street, for completion in 2005.
Doors opened for the project after approval by the relevant roads authorities as well as the Drakenstein Municipality, for a reconstructed access road from the N1.
After proposals for an access road from the N1 ran into opposition from residents and industries in De Soete Inval and Suider Paarl last year, it was back to the drawing board for the developers.
To enable road access to the Mall, the Worcester on-ramp to the N1 must now be moved to the west side of Main Street at the entrance to Paarl.
The developers will have to carry the cost for the road reconstruction (including the new off-ramp at Cecelia Street), totalling an estimated R15 million.
The N1 bridge over Main Street will be adapted to carry the traffic from the new on-ramp.
All necessary approval has been obtained for the access road from the N1, zoning approval and site development plans have been given the go-ahead by the Drakenstein Municipality. Detailed building plans are now being prepared.
Negotiations with major national retailers are now being finalised for anchor tenants in the Mall, Squire-Howe said.
"We are excited that the development is finally on track and are looking at property investments in Main Street, as there will be major spin-offs from the centre, especially in Paarl South."
Plans to erect a giant film studio complex in Paarl had to be ditched earlier this year, when the Tiger Foods premises were sold to the developers of the Paarl Mall.
The film studio will now be developed on the Culemborg station premises in Cape Town.
The plan to establish the Cape film studio in Paarl at a cost of R100 million, was the brainchild of Anton Nel, Hollywood filmmaker involved with the company Cape Town Motion Picture Studio (CTMPS).
CTMPS is partaking in a bidding process for a major film studio in the Western Cape.
The consortium found the Paarl premises, with its 78 000sqm of empty buildings, ideally suited to their needs.
According to Nel, no additional construction would have been necessary before filming could have started.
The site also offered ample space for outside shots and the construction of back lots.
"We had a 30 million dollar contract for a television series that we had planned to start shooting on the Langeberg site immediately," Nel said.
"But when our offer was declined, the filming moved to Australia."
Tiger Brands, owners of the Tiger Foods site, decided not to accept the film company's offer, as they were in the final stages of negotiations with the developers of the shopping mall when the new offer was brought to the table. |

Economist to investigate upgrading of Paarl CBD |

THE Drakenstein Mayoral Committee has expressed in principle support for the initiative to develop the Central Business District of Paarl.
Last week the Mayoral Committee decided that a development economist should be appointed as a matter of extreme urgency to guide and advise them on the technical, management and legislative aspects pertaining to the proposed development of a Central Improvement District.
The Mayoral Committee plans to enter, along with the development economist, into negotiations with the private sector to discuss and finalise the incorporation of the pre-conditions to the proposed development.
The committee also decided to call for expressions of interest for the further development of all other urban nodes in the Drakenstein Municipal area in order to meet development objectives such as housing, job creation, community safety and social infrastructure development.
The councillors pointed out that principles which must apply to the process are black economic empowerment, spatial and racial integration, SMME development and community re-investment.
* Fourteen owners with 34 properties in the CBD have already signed a contract with Catalyst Property Asset Managers to facilitate a process for the urban renewal process in central Paarl.
Property developer Johan Pauw, representing the developers, estimates this would mean a R200 million injection into the CBD just during phase 1.
At a meeting earlier this year between Pauw and the previous executive committee of Drakenstein, he said the state of decay and ongoing deterioration of the Paarl CBD was undisputable.
"If the situation is left unchecked, it should be anticipated that there is a real threat that key anchor shops will relocate."
Pauw put a holistic plan for the redevelopment potential in the Paarl/Wellington area on the table, as well as a plan for Lady Grey Street.
The plan includes the closure of a part of Lady Grey Street and redevelopment of the street as well as surrounding squares such as Patriot Square and Van der Lingen Square, because of the urgency to retain anchor tenants in the area. |

NEARLY half the 27 prime properties which will form the residential node of the Winelands Estate, have been sold by Original Developments (Odev).
The residential properties range in size between 4000 square metres and 1,1 hectare, each with its own income producing vineyard or olive groves, and some with their own water features, to offer a unique, hassle-free "farm" lifestyle.
