Rates hike to hit on 1 July

LOCAL ratepayers can expect increases of at least 9% on their municipal accounts at the end of July, and some could pay a lot more.

The Drakenstein Council this week accepted a budget of R448,81 million for the 2002/3 financial year coming into effect on 1 July, including a capital budget of R61,81 million.

In order to balance the budget, the proposed capital and operational expenditure will be financed by an average increase of 9,1% in rates, service charges and tariffs.

A general increase of 13% on property tax was accepted, but some property owners can expect bigger increases, depending on the recent increases in property valuations which vary from 20% to 60%.

Electricity tariffs will generally increase by 6,5% (the limit determined by the National Electricity Regulator), but domestic tariffs will increase by 7,5%, to compensate partly for loss of income due to an increase of only 3,5% on the domestic pre-paid tariff.

As requested by the NER the lowest consumer group (1x20 amp) will increase by only 3,5% to correspond with the pre-paid tariff.

Wellington's electricity tariffs are to increase by 6,5% for budget purposes and another 3,5% over and above the 6,5% to phase in the difference of Paarl's tariff over a five year period.

It was pointed out that electricity to the Saron, Gouda and Hermon areas is till supplied by Eskom and this situation will only be resolved once the issue of Regional Electricity Distributors has been resolved.

Commercial and agricultural electricity tariffs will increase by 6,5%.

"In the bid to supply free services it was decided that about 20 units of free electricity will be supplied to every household from 1 October, said de Villiers.

"This will be funded from the equitable share allocation we receive from government and will be calculated on the cost of about 20 units of a 20 ampere prepay meter in each area."

Water tariffs will increase by 14,5%, providing for 6kl of free water per month per household. Refuse removal charges as well as sewerage increase by 12,5%.

When these tariffs are implemented in different households, the average increase per household per town will be as follows:

* In Paarl a small household will pay 9% (R26) per month more, an average household 9,7% (R51), an average household with prepaid electricity 5,7% (R30) and a big household 11,3% (R146).

A small Wellington household will pay 7,8% (R13) more, an average household 20,3% (R31) and a big one 19,4% (R289).

In Gouda ratepayers can look forward to a decrease in accounts. A small household will decrease with 15,8% (R20) and a big household by 34% (R107).

No figures for Saron were given, as the rates there are to increase drastically because of updated valuations and the Municipality will consider phasing in the increases.

The committee is still considering the implementation of an interim levy on rural properties for the 2002/3 financial year, but this issue will be finalised after discussions with organised agriculture as well as Council's legal advisors.

"Due to the new general valuation, increases on some properties may be higher, depending on the valuation attached to the property," said Councillor de Villiers.

A general valuation of all of Drakenstein's rated property, excluding rural properties, has been carried out during the past year resulting in substantial increases of as much as 60% in municipal valuation of properties.


Prizes for those who pay

THIRTY ratepayers in Drakenstein who have paid their municipal accounts in full, have won prizes of R100 in a monthly lucky draw held since the beginning of the year.

In January the Municipality launched a system whereby six lucky account numbers are drawn each month from paying customers (see list on p 2). This was one of the measures decided on by the town council to try to reduce municipal debt, and it may be working.

Outstanding municipal debt in Drakenstein increased by R632 944 in one month from February to March - this is about half the increase of the previous two months and may indicate that the increase in municipal debt may be slowing down.

However, Hennie Barnard, head: financial services, warned at a recent meeting of the Corporate Services committee that this cannot be seen as a turning point. "We still have a hard and long road ahead to really turn the non-payment culture."

André vd Spuy de Villiers (DA) said: "The real impact will only be felt after a time. It is not possible to determine this after one month - we must look at trends over a period af time."

The total debt for Drakenstein stands at a grand total of R74 819 million at present. The biggest outstanding amount is for house rental (R15 585 million), followed by property tax/site levies (R9 656 521), refuse removal (R8 152 170) and water (R6 507 951).

The biggest debts are in Wards 26 and 25 (Mbekweni) with respectively R7,3 million and R6,7 million, followed by Ward 1 (Saron/Gouda) with R6,7 million and Ward 17 (Chicago/Magnolia in Paarl East) with debt of R6 million.

The lowest backlog is in Ward 6 (Klein Drakenstein) with R1045, Ward 2 (rural Wellington) with R3150 and Ward 7 (Dal Josaphat rural) with R3969.

One ward, Ward 22 (Newton), had a slight reduction of R2955 in debt, from R1 915 610 down to R1 912 655.


Difficult times ahead for Drakenstein with R74m debt

OUTSTANDING debt and thus the non-payment of municipal accounts is still enemy number one in Drakenstein, and could hamper development of disadvantaged areas.

André van der Spuy De Villiers, the chairperson of the Corporate Services Committee, introduced the budget at Tuesday's meeting of the Drakenstein Municipal Council.

Tabling the budget for the 2002/3 financial year, he said, "If we fail to address the culture of non-payment and do not succeed in turning it around, we can expect some difficult times ahead.

"With the debts at about R74 million we cannot expect the Municipality to deliver services while some people only want to reap the benefits."

He urged the public to help with the debt collecting policy and not to prevent the Municipality from applying this policy.

"If we need to stop the delivery of services to certain areas or streets, we need the support of the whole community.

"Even if we need to stop capital projects like road construction in some areas, the community should understand that we are doing this because of non-payment."

De Villiers said the budget had to make provision for the funding of services taken over from the District Municipality (about R5 million), integrate with the IDP process, absorb the fuel and other increases, try to keep tariff increases within reasonable limits, and to improve service delivery.

"The budget process kicked off early in the year, but had to wait for the IDP process to be completed and to lead the way."

De Villiers spoke on social problems that contribute to a culture of non payment, but added "we can at least strive towards keeping our neighbourhoods clean and through this minimize the costs to keep our region neat and tidy.

"We spend more than R4 million on refuse removal that no-one pays for and even more on the cleaning of streets and sidewalks.

"In this budget we try to address some of the poverty problems, but we also need the support of the community to help with the upliftment of our people in Drakenstein."

On the issue of valuation of properties, he said properties in the non-rural areas have been revalued at market value and the new valuations will be implemented from 1 July. The rural areas will be valued on the same basis by January 2003 for implementation on 1 July 2003.

The capital budget of R61 810 000 represents an increase of 14% on last year.

The committee agreed that the basic capital budget, which is funded from own funds, be limited to R35 million, the rest will come from external loans and grants.

Speaking on the capital budget, de Villiers said the budget process prioritises service delivery to the public, and is costed and planned for the next year and years to follow.

"This is why it is so necessary that people attend the IDP meetings to inform us about their needs.

"The needs from the public are high and do not always reflect things that they can see, like stormwater and rusty water pipes. People want community centres and sports facilities, but the building is only a small part of the cost to maintain it.

"These needs can only be met through higher rates and taxes and service charges paid by the community. Between the needs and the affordability, the budget must be compiled."

Except for the yet to be established Municipal Police Service, no additional vehicles and equipment are provided for in the budget.

The department of the town engineer will receive R26,1 million, electricity will receive R15 million while R11,6 million was approved for planning. Community Services receive R4,8 million.

The rest of the allocation is R3 million for vehicles, R487 330 for treasury, R403 400 for Corporate Services, R400 000 for the computer division, and R33 500 for the municipal manager.

De Villiers highlighted some allocations to address poverty and help with job creation.

Among these are R600 000 for local economic development; R550 000 for youth programmes and upgrading of facilities; R1 million to identify and develop a holding area for the homeless; R1,5 million for maintenance of flats and houses; R1 million for planning and upgrading of multipurpose centres and R250 000 to provide security lighting at public places.

An amount of R200 000 is budgeted to close or upgrade storm water channels to improve health conditions in certain areas; R200 000 will go for tarring of sidewalks in previously disadvantaged areas and R150 000 to investigate multipurpose use of existing municipal buildings or the re-use of redundant buildings in addressing community needs.

Die bees het die voorruit getref en die motor het meer as R70 000 skade opgedoen.

Burger het op die oog af net sy knie seergemaak met die impak van die ongeluk, toe hy die sleutel in die slot afgebreek het.

"Gelukkig het hy nie vinnig gery nie. Die mense in die motor agter hom het gesê dat hulle maar sowat 80 kpu gery het toe die ongeluk gebeur het."

Motorryers wat sowat 'n halfuur later daar verbygery het, het bevestig dat daar talle beeste in en om die pad was.

"Dit is onaanvaarbaar dat Drakenstein Munisipaliteit toelaat dat die beeste op hul grond rondloop, sonder enige behoorlike kampdrade om die vee in te hou," sê Potgieter.

"Dit wil vir my voorkom asof die Munisipaliteit nie omgee vir belastingbetalers en die lewens van motoriste nie."

'n Vergadering gaan op 14 Junie gehou word met die eienaars van die vee wat al die ergernis veroorsaak. Robert Germishuys, wie se vrou en dogtertjie onlangs in 'n ongeluk betrokke was as gevolg van 'n bees in die pad, reël die vergadering waar daar gepraat sal word oor die merk en beheer van vee.

Germishuys het ook heelwat reaksie ontvang op sy petisie vir optrede teen die rondloperdiere. Mense kan hom skakel by 082-775-1039, of faks na 872-5462.

Concern over shopping mall

wwys22SERIOUS concerns about the effect the proposed new Paarl Mall could have on the town centre, have been expressed by local business people.

The new centre is to be developed on a section of the Langeberg factory proper- ty in Cecelia Street. To improve access to the centre, a new off-ramp is being planned at the Cecelia Street bridge.

At a well attended open house session held last week to obtain public input on the proposed changes to the road network, there were many questions as to the feasibility of the route as well as the centre.

PLANS. Colin Tichauer of traffic consultants BKS discusses the plans for the new off-ramp on the N1 which will give access to the proposed Paarl Mall with interested Paarlites.

One of those affected, Fritz Smit, lives at the junction of Nuwe Vlei and Cecelia Street, where the off-ramp is to be constructed.

When approached for comment on Smit's problem with access, Colin Tichauer of BKS consulting transport engineers said that the matter "would be sorted out."

Property owners in Nuwe Vlei Street were unhappy with the noise that would be generated by traffic using the off-ramp.

"The possibility of an off-ramp on our doorstep was never even mentioned as part of the project when we were approached for approval three years ago," said Hannes Wagener.

An on-ramp on the New Eskdale Street side of the Cecelia Street bridge will take traffic destined for Cape Town back onto the N1, cutting down on traffic at the Main Road/N1 intersection.

The on-ramp for traffic to Worcester at Main Street will be closed and traffic from Worcester destined for the mall will have to take the off-ramp at Jan van Riebeeck Drive, travelling via Arboretum Street.

The changes to Paarl's road network will be funded by the developer of the mall and are expected to relieve traffic congestion on Main Street South.

The shopping centre of 33 000 square metres on 15 hectares near Paarl station is to be developed on a scale similar to the first phase of the Somerset Mall and is set to open at the end of next year.

It represents an investment of R220 million and will include six cinemas and a tourist wine centre.

Although retailers have expressed great interest in renting space in the centre, fears have also been expressed that the new development would ring the death knell of the Lady Grey Street shopping area in central Paarl, as has happened in Somerset West since construction of Somerset Mall.

Says local architect Christoff Albertyn, "I don't know whether Paarl can afford this mall. It will not really generate new business, but simply move the business out of Lady Grey Street to the mall.

"I believe the implications of a regional shopping mall based on the Somerset Mall concept was not thorougly considered by the town council."

Consultant town planner Jan Hanekom, who is heading plans to redevelop the Lady Grey Street area into a covered pedestrian mall in conjunction with property owners, also expressed serious concern.

"If the mall is built, property owners in the CBD will be reluctant to invest more money there.

"In addition, the current plans for the mall do not reflect the original intent of the applicant when they applied for rezoning."

CBD landowner Dennis Minitzer has spent a number of years consulting with owners and retailers to join in the Lady Grey Mall project, which would include extensive upgrading of properties.

"The landowners in Lady Grey Street are all keen to upgrade their properties and the Municipality needs to fast-track this process.

"This will be good for the landlords and for Paarl, for deterioration of the CBD will mean lower values and rates to the municipal coffers.

"But Paarl can't sustain two centres. Upgrading Lady Grey Street, which already has 80 000 square metres available, can be done at a fraction of the cost of the new centre with high rentals.

"Any major development in Paarl should rather enhance the existing historical nodes."

But one retailer in Lady Grey Street can't wait for the mall: "The CBD is a mess because the Town Council has allowed it to deteriorate.

"It is flooded by hawkers and my clients complain that they can't find parking nearby. If the mall comes, I won't have a choice. I will have to move there."

According to the developer of the centre, Pat Flanagan of Flanagan & Gerrard, the new centre serves a totally different market from Lady Grey Street, and will bring back the upmarket retail spend that is currently leaving Paarl.

"It will create a number of new jobs and be a great boost for the town and surrounding district."

Sharon de Gois, chief municipal planner, considers the centre as a welcome addition which could lead to upgrading of a neglected area within the existing urban area, including the Paarl railway station area, without encroaching on valuable agricultural land.

Vier vas oor aanval op Matie-studente

VIER Paarlse mans van Fairyland plakkerskamp is in hegtenis vir die onlangse wrede aanval in Dutoitskloof waarna 'n Stellenbosse student gesterf en sy hengelaarvriend ernstig beseer is.

'n Dag nadat Francois de Bruin (23) Saterdag aan sy beserings beswyk het, is die laaste twee voortvlugtende lede van die moordbende in 'n familie-lid se opslaanhut in Fairyland aangekeer.

De Bruin (23) het breinskade opgedoen toe hy met groot klippe teen die kop en lyf gemoker is.

Phillip Hills (21), soos Francois ook van die manskoshuis Eendrag, is Dinsdag uit die hospitaal ontslaan na behandeling vir ernstige gesigfrakture, kop- en ander beserings.

Die studente het Sondagmiddag 19 Mei by die gewilde hengelplek in Dutoitskloof deurgebring. Die gebreekte visstokke is deur polisie ontdek waar die aanvallers dit versteek het toe die mans vasgemaak en vir dood agtergelaat is.

Hulle het die studente se motor die Sondagmiddag om 18:00 gesteel en daarmee gery tot in Ladismith waar die polisie die nag om 02:00 die motor herken het.

Twee verdagtes, Julian Vernis (18) en Ronald Adams (19) van Fairyland 118, is binne ure ná die aanval op Hoeko in hegtenis geneem.

Hulle het reeds daar op aanklag van motordiefstal verskyn en is gister na die Paarl gebring waar hulle van moord en poging tot moord aangekla is.

Intussen het insp Lucas Lourens van die Paarl speurtak Sondagoggend om 05:00 by 'n opslaanhuis, Fairyland 119, nog twee verdagtes in hegtenis geneem.

Die werklose broers, Aubrey (27) en Daniel Sass (26), word saam met hul makkers in die Allandale-gevangenis aangehou tot hul volgende hofverskyning op 3 Junie.

TWEE erg beseerde kindertjies is Sondagoggend yskoud en bebloed in lang gras in Simondium ontdek.

'n Verbyganger het kreungeluidjies uit die gras op die terrein van die Simond Privaatskool gehoor en ondersoek ingestel.

Hy kon sy oë nie glo toe hy die bibberende seuntjies daar sien nie en het dadelik die Groot Drakenstein polisie verwittig.

Insp Charles Pietersen het begin navraag doen en hul moeder in die Simondium plakkerskamp opgespoor.

Danie (4) en sy boetie Denzil (21 maande) was glo nog by hul opslaanhut toe hul ma,Charmaine van der Ventel, die Saterdagmiddag daar saam met haar houman en vriende gekuier het.

Sy het aan die polisie vertel dat sy aan die slaap geraak het. Toe sy om 20:00 wakker geskrik het, was daar van die seuntjies geen spoor nie.

"Die kinders is wreed aangerand," het insp Pietersen gesê.

"Dit lyk asof hulle met 'n klip geslaan is.

"Hulle was yskoud en sopnat nadat hulle die hele nag buite oorleef het sonder 'n kombersie."

Die seuntjies is in die Paarl Hospitaal opgeneem met blou geslaande ogies, geswolle gesiggies en snye aan hul koppe.

'n Klag van poging tot moord word ondersoek.

Enigiemand met inligting wat insp Pietersen kan help om die ontvoerder aan te keer, kan hom skakel by 874-1016.

Hy wil veral graag kontak maak met Nora "Gogga" Philander van Groot Drakenstein. Philander is sowat ses weke gelede op korrektiewe toesig uit die gevangenis gelaat waar sy tronkstraf vir moord uitgedien het.

Wet weather woes strike

WITH the wet conditions that hit the Western Cape since the weekend, there seems to be no doubt as to which spots are the cosiest at night: in front of the fireplace or under the duvet.

There is no end in sight for the cold and rainy weather that has been prevailing, with yet another cold front due to hit the Boland this weekend.

Overnight temperatures dropped to 5,4 degrees Celcius on Sunday night.

Rainfall of 129mm has been measured so far, last Thursday being the wettest day with 39,6mm. An amount of 37,4mm was also measured on Tuesday.

Local dam levels are starting to rise. The Wemmershoek Dam is  52,3% full, with the Voëlvlei Dam at 62,7% and the Nantes and Bethel Dams respectively on 51,6% and 75,2%.

Judging by the levels compared to the same time last year, heavier rain has been experienced thus far this winter.

All four dams' levels were recorded below 50% at the same time last year.

The total storage of the biggest dams in the Western Cape is currently 68,7% compared to 42,2% last year.

Today will see a mild 19 degrees Celcius with a fifty percent chance of overnight rain, and 18 degrees tomorrow.

The rainy conditions will continue over the weekend.


Bank skors takbestuurder op Franschhoek oor geld

'n HOë-PROFIEL ondersoek is geloods na die bewering van twee rekeninghouers van Absa Franschhoek, dat hulle die slagoffers was van 'n verneukspul van miljoene rande.

Die bankbestuurder is tydelik geskors terwyl Absa-bank sy beweerde betrokkenheid ondersoek en die polisie met 'n ondersoek na grootskaalse bedrog besig is.

Volgens Rose Maytham en Don Bailey het hulle hul eiendom in Franschhoek in Desember verlede jaar verkoop en die geld in hul Absa rekening gedeponeer.

Daarna, sê Bailey, het hulle R5 miljoen belê in a skema wat deur hul bankbestuurder voorgestel is.

Hy vertel hulle is "knaend" deur die bestuurder genader om beleggings te maak deur 'n handelaarsvriend. Hy is aan die egpaar as 'n finansiële adviseur en handelaar vir Absa voorgestel.

Hulle is verseker dat 'n belegging in die "Credit Development Absa High Yield Scheme" 'n kapitaal waarborg aanbied.

'n Afsonderlike maatskappy, Credit Development, sou die geld aanwend vir handel in die geldmark.

Maytham en Bailey is verseker dat hul geld Absa nooit sou verlaat nie en dat hulle met 'n 30 dae kennisgewing geld uit die skema sou kon onttrek.

Bailey het gesê dat die bankbestuurder hom op vele geleenthede verseker het dat die kapitaal deur Absa gewaarborg was.

Op 7 April het die paar per faks instruksies aan Absa gegee dat die bank die geld mag belê op voorwaarde dat hulle 'n geskrewe waarborg van die bank ontvang.

Volgens Bailey het die bankbestuurder hom voor bank-ure die volgende dag geskakel en ingelig dat die belegging geskuif is.

Geen waarborg is egter ontvang nie.

Later sou 'n tweede persoon, wat glo aktuariële werk vir Absa verrig, ook om verskoning vra dat die waarborg nog nie aangestuur was nie. Dit was op pad.

Verskeie telefoonoproepe en fakse om die waarborg te kry, het niks opgelewer nie, sê Bailey. Teen die einde van April is die paar deur 'n prokureur ingelig dat hul belegging "verdwyn" het.

Hy het gesê dat hy deur Absa aangestel is om ondersoek in te stel na maatskappye asook 'n persoon wat van bedrog verdink word nadat hy voorgegee het dat hy aktuariële werk vir Absa doen.

Maytham en Bailey het daarna kriminele klagtes teen die bankbestuurder en handelaar aanhangig gemaak.

"Ons het die bankbestuurder wat ons sewe jaar ken, ten volle vertrou. Ons sou nie eens daaraan gedink het om in die skema te belê as dit nie vir sy voorstel was nie. Hierdie geld was ons nes-eier vir die dag dat ons aftree," het Bailey gesê.

Volgens Bailey is daar nog ander rekeninghouers wat ook onder die bedrogspul deurgeloop het, met beleggers wat 'n totaal van R13 miljoen verloor het.

Hulle het geëis dat Absa hul geld terugbetaal.

Volgens Deon Ooshuizen, mediaverhoudinge-konsultant van Absa, ondersoek die bank se departement forensiese dienste en prokureurs die klagtes.

"Die bankbestuurder is geskors afhangende die finale uitkoms van die ondersoek.

"Deur Absa se tussenkoms sal die beleggingsmaatskappy die kapitaalbedrag aan die beleggers terugbetaal. Hulle sal nie die kapitaalbedrag wat belê is, verloor nie."


Drank en dwelms langs rivier

BOSSLAPERS langs die Bergrivier in sentraal Paarl smokkel weekliks met duisende rande se dagga en dwelms terwyl die Munisipaliteit toelaat dat hulle teen die oewer plak.

Sondagmiddag het polisiemanne twee vroue daar in hegtenis geneem, 50 stoppe dagga gekonfiskeer en 157 liter versteekte bierbottels en papsakke wyn onder die riviersand uitgegrawe.

Lizzie Claasen (27) en Joannie van Staden (40) is aangekla van handel in drank en dwelms.

Die vorige naweek, toe die watervlak nog laer was, het die polisie in die rivier ingeloop en sewe kiste bier en 17 kanne wyn onder waterplante uitgehaal.

Lede van die Misdaadvoorko-mingseenheid tree weekliks teen die mans en vroue op wat onder die bloekombome en teen die rivieroewer plak.

Die paar siele wat twee jaar gelede die oop grond langs die moskee hul tuiste gemaak het, het intussen aangegroei tot 'n klein dorpie met mans, vroue, kinders en honde.

Om die drie skuilings van hout en seil word wasgoed gewas, kos gemaak op oop vure en ontlas soos die nood druk.

Die Munisipaliteit het in die verlede gereeld die bousels laat afbreek en die bosslapers verjaag, maar vanjaar word daar blykbaar nie aan klagtes van die publiek gehoor gegee nie.

In 'n skrywe van die Paarl polisie aan die Drakenstein munisipale bestuurder, gedateer 6 Mei vanjaar, wys die polisie "onooglike en onhigiëniese toestande" uit.

Behalwe die bloekombome noord van die moskee word daar ook gemeld van probleme op die oop veld oorkant die Hugenote spoorwegstasie, die woonwaens in Lady Greystraat, oop erwe langs Klein Drakensteinweg, onder die brûe van die Bergrivier en die rivieroewer aan die oostekant van Hospitaalstraat asook die begraafplase aan die Bergrivier Boulevard.

Die Polisie meld ook die probleme met onsedelikheid, rommelstrooi, menslike ontlasting, dronkenskap en verkragtings in die omgewing van die Arboretum in die brief.

Hulle noem die byna daaglikse klagtes van die publiek oor die toestand van die rivieroewer asook die vrye beskikbaarheid van drank en dwelms, ook aan skoolkinders wat daar verbyloop.

"Ons besef hierdie is 'n groot sosiale probleem en ons is bereid om in samewerking met die Munisipaliteit aksies te loods om 'n oplossing te vind."

Die Munisipaliteit het nog nie gereageer nie.

"Die Paarl is 'n bergie-paradys," het 'n polisiebeampte moedeloos gesê.

Bedrogklagtes ondersoek teen onderwysers

BEWEERDE bedrog van R3,6 miljoen word ondersoek na ongerymdhede met die busvervoerskema vir skoliere waarby ses beamptes van die Departement Onderwys by die Paarl-streekkantoor betrokke is.

Die ses is skuldig bevind by interne verhore en drie is geskors (waarvan twee geappelleer het).

'n Vierde beampte het bedank, terwyl twee ander finale waarskuwings ontvang het, volgens 'n woordvoerder van die Departement Onderwys.

Dissiplinêre verhore teen drie skoolhoofde oor die vervoerskema het die afgelope maand begin, en sal volgende maand voortgesit word. Drie onderwysers se verhore begin ook in Junie.

Onder hulle is 'n skoolhoof en twee onderwysers by 'n skool in Mbekweni.

* Klagtes van wangedrag word teen nog 'n hoof van 'n laerskool ondersoek, nadat wanbesteding blootgelê is na 'n oudit.

Sowat twee jaar gelede is soortgelyke klagtes deur die beheerliggaam aanhangig gemaak nadat duisende rande glo verdwyn het.

'n Ondersoek deur die betrokke Kringbestuurder is uitgevoer en sy verslag is in November aan WKOD Hoofkantoor gestuur. Die verhoor begin op 27 Junie.

* Die skoolhoof en 'n onderwyser van die Pniel Laerskool verskyn weer op 24 Junie in die Paarl Landdroshof nadat R60 000 se rekenaartoerusting by die skool verdwyn het.

Groot Drakenstein polisie het die leerkragte, Ruben November en Nicol van Graan, in hegtenis geneem na 'n huisbraakklag in Augustus verlede jaar en die daaropvolgende terugvinding van die gesteelde goedere.

Die leerkragte is nog op hul poste by die skool.


Plaas kom onder die hamer

EEN van die Paarl se mees historiese plase, Parys, word Dinsdag op 'n openbare veiling verkoop.

Dié pragplaas aan die Paryspad het vanjaar in die nuus beland toe die vrou wat die plaas einde verlede jaar van Jan Pretorius gekoop het, onder 'n wolk van ongerymdhede die eiendom verlaat het.

Valerie Butler skuld nie net meer as R3 miljoen aan Pretorius nie, maar word ook deur haar voormalige vennoot, die werkers, plaasbestuurder en talle ander mense vir skuld en onwettige praktyke gedagvaar.

Dis veral die werkers wat sedert middel Februarie, toe hul laaste lone betaal is, in sak en as sit.

Die plaas kom Dinsdag 4 Junie om 10:00 onder die hamer.

Piet Viljoen van Aïda, onder wie se toesig die veiling gehou word, meen die plaas behoort sowat R6 miljoen te haal.

Die datum op die gewel is 1786. Die herehuis het vyf slaapkamers en vyf badkamers. Daar is 'n buitewoonstel en onthaalarea om 'n swembad.

Op die 56,5 hektaar wingerdplaas is 'n bestuurderswoning, sewe arbeidershuise en 'n keldergedeelte. Daar is besproeiing uit die Bergrivier asook 'n groot dam op die plaas.

Nie net is die geboue van historiese waarde nie, maar die ligging en die feit dat die buurplaas, ook Parys, verlede maand suksesvol van die hand gesit is, maak die plaas veral waardevol, meen Viljoen.


Heritage conference in June

HERITAGE lovers, including organised heritage groups from all over South Africa, will gather in Paarl over the long weekend of 15 to 17 June to enjoy talks about architectural conservation and outings to view historical buildings.

An effort is being made by the organisers of the Heritage Symposium 2002 to bring together all those who are interested in learning more about old buildings and how to save them for future generations.

The weekend programme is filled with a variety of events which promise to be both informative and entertaining. The symposium aims to raise awareness of architectural heritage in South Africa and to try to formalise and streamline conservation mechanisms throughout the country.

This first ground-breaking heritage symposium is being hosted by the Drakenstein and Swartland Heritage Foundations on behalf of the Simon van der Stel Foundation, a national body which has done much for heritage conservation in South Africa since its inception in the 1950s.

The organisers are hoping that the symposium will become an annual event, held in different parts of the country, on each occasion addressing the most pressing conservation issues of the day.

This year the symposium will deal with the dilemma of altering old buildings to accommodate modern living and will debate acceptable solutions. The implementation of the new South African Heritage Resources Act of 1999 will form part of the discussions.

"Perhaps our most ambitious goal is to take the first steps towards the formalisation of local 'aesthetics' committees, now called heritage committees," says Len Raymond, chairman of the symposium organising committee.

"Heritage committees assist local authorities to do justice to old buildings, but they operate with varying degrees of success - usually having little credibility and no teeth.

"Sadly, in most towns heritage committees are non-existent and old buildings all over the country are lost or ruined at an alarming rate."

For this reason the last day of the symposium, Monday 17 June, has been reserved for discussions covering existing conservation mechanisms, constraints, and the road ahead.

This session will hopefully pave the way to setting up a training programme in basic architectural conservation, which in turn may eventually make accreditation of heritage committees possible.

Already considerable interest has been shown in the Heritage Symposium 2002 by professional, academic and regulatory roleplayers in this field.

"But," Raymond points out, "we would also like to see lots of lay people at this meeting. We want to encourage all those who admire old buildings and appreciate our cultural heritage to join us during this long weekend filled with outings, talks, workshops, social gatherings and other fun.

"People may attend the entire programme or select those parts they find most interesting."    

Events on the programme include a walking tour of the historic Main Street of Paarl, a slide presentation and workshop to discuss acceptability of proposed alterations on early 19th century buildings, and outings to old farmsteads of Wellington and historic Malmesbury.

During the course of the weekend programme, affiliated heritage bodies will attend the Simon van der Stel Foundation's annual general meeting.

Plakkers kry weer kennis dat hulle moet trek

DIE behuisingskomitee van die Drakenstein Munisipaliteit het besluit om 'n nuwe kennisgewing te bedien aan die plakkers in die sogenaamde Chester Williams informele nedersetting in Amstelhof, waarvolgens hulle binne 30 dae die gebied moet ontruim.

In Maart is 'n soortgelyke kennisgewing opgeskort, ná 'n protesoptog en 'n vergadering met die plakkers.

Ontstoke protesteerders het ook probeer om die sekuriteitshek by die Paarl-Oos behuisingskantoor uit die muur te ruk en moes deur die Polisie onder bedwang gebring word.

Die nedersetting het sowat agt jaar gelede ontstaan en op die oomblik is daar sowat 500 inwoners.

Inwoners van die omgewing kla reeds geruime tyd oor die onhigiëniese toestande. Die betrokke gedeelte is erg besoedel met huishoudelike vullis, vuil waswater en menslike afval.

Die hoof van gesondheidsdienste skryf dié haglike toestande toe aan die afwesigheid van toiletgeriewe, wasfasiliteite en dat geen vullisdiens gelewer word nie.

In Januarie is 'n vergadering met die betrokke partye gehou om die probleem te bespreek.

Hier het die belastingbetalers in die gebied gesê hulle sal nie toelaat dat enige vullishouers of dienste aan die plakkers gelewer word nie, aangesien dit die plakkers permanensie sal gee.

Die plakkers het op hul beurt gedreig dat daar bloed sal vloei indien enige stappe teen hulle geneem word.

Aangesien personeel van die behuisingskantoor en die SAPD in die verlede verhoed is om strukture af te breek, was die SAPD van mening dat regstappe die enigste pad is om te volg.

Die saak het reeds verskeie kere voor die behuisingskomitee gedien en daar is ondersoek ingestel na al die bekommernisse en ook die moontlike oplossings.

Die komitee het in Februarie sy kommer uitgespreek dat die verskaffing van tydelike geriewe 'n presedent sal skep en dat ander plakkergebiede op dieselfde geriewe kan aandring.

Die komitee is egter bewus van die gesondheidsrisiko in die area en dat die stadsraad aanspreeklik gehou kan word vir gesondheidsgevare wat daaruit mag voortspruit.

In daardie stadium is besluit om die plakkers 30 dae kennis te gee en terselfdertyd te kyk of daar fondse beskikbaar is vir tydelike toilette.

In Maart is nog 'n vergadering met die belastingbetalers van Kwikkiestraat, aangrensend tot die plakkerskamp, gehou. Hulle het weer eens daarop aangedring dat die gebied onmiddellik ontruim moet word en dat geen dienste aan die plakkers verskaf moet word nie.

Indien die plakkers bly, sal hulle dit oorweeg om hul belastingbetalings terug te hou, is gedreig. Een huiseienaar is reeds 'n tweede verband op sy huis geweier as gevolg van die plakkerskamp en vrese dat eiendomswaardes sal daal.

* Intussen het Joan Pegram (DA-raadslid vir die gebied) beswaar gemaak oor bewerings wat in 'n brief aan die Paarl Post (25 April) gemaak is.

Hierin skryf die persoon: "Toe die eerste plakkershut hier opgegaan het, was ek die eerste persoon om die Munisipaliteit en die betrokke DA-raadslid vir hierdie wyk daarvan te verwittig.

"Ongelukkig het my en die ander belastingbetalers se pleidooie op dowe ore geval en ons pro-aktiewe optrede is deur 'n onbevoegde amptenary geïgnoreer.

"Die betrokke raadslid is sedertdien om een of ander rede onbeskikbaar of ondergronds."

Mev Pegram het die bewerings ontken en gesê sy het haar vinger op die pols van wat in haar gemeenskap gebeur. Sy was ook teenwoordig by die vergadering met die belastingebetalers en plakkers.


Geen huise vir agterstalliges

DIE behuisingskomitee van die Drakenstein Munisipaliteit het onlangs 'n verslag oorweeg dat huurders wat kwalifiseer vir 'n behuisingseenheid in Projek 59: Greenfields Fase 3 in die Paarl, nie kan deelneem nie weens agterstallige huurgeld.

Vroeër is besluit dat 80% van die beskikbare persele in die projek sal gaan aan aansoekers op die waglys, met die oorblywende 20% wat toegeken sal word aan huurders van onverkoopbare huureenhede.

Hierdie huurders sou gekeur word op grond van hul huurtydperk en moet in 'n finansiële posisie wees om eiendom te besit. Verder moet hul huurbetalings op datum wees en hulle moet die deposito vir 'n watermeter betaal.

In die lig van die verslag op die tafel, het die komitee nou aanbeveel dat die huurders kans gegun word om huiseienaars te word, mits hulle die begunstigde bydrae van R1060 betaal en ook reëlings tref om agterstallige huur te betaal.

Die voorstel is deur die uitvoerende komitee aanvaar.
